Prime Minister Justin Trudeau's government on Friday released the final list of items including ketchup, lawn mowers and motor boats, that will be targeted from July 1 with some subjected to taxes of 10 or 25 per cent amounting to $US12.6 billion ($A17 billion).

"We are perfectly within our rights to respond - I'd also like to point out that Canada has quite intentionally been measured and restrained in its response", said Freeland, who was joined at the announcement by Trudeau cabinet colleagues Patty Hajdu and Navdeep Bains.

Trudeau's proposed tariffs on US goods cut a broad swath from steel and aluminum to whiskies, mustard, toilet paper, washing machines, motorboats - even maple syrup.

Trump himself has already threatened to slap tariffs on the automotive sector, which could prove far worse for the Canadian economy than the steel and aluminum duties. US manufacturers that sell in Canada include Larson Boats of Minnesota and Brunswick Corp. of Lake Forest, Illinois.

"There is and will be an impact, absolutely, to not only Canadian industry, but American industry and also consumers", Bilous said.

"I don't think we'll see any reaction from the Trump administration". But domestic businesses, particularly those in the steel sector, have expressed deep concerns about any escalation in the trade battle.

Canadian Foreign Minister Chrystia Freeland announced the tariffs at a steel facility in Hamilton, Ontario where she was flanked by brawny workers in yellow hardhats. "Any trade action is disruptive on both sides of the border", Freeland said.

These measures are a righteous defence of Canadian workers, industries, and jobs.

Canada is one of the United States' largest steel providers.

Bains, the economic development minister, said the support is aimed at helping firms adjust to the hard circumstances while enabling them to continue to innovate along the way.

Canada had initially been exempted from the tariffs, which were first announced in March, because of the ongoing renegotiation of NAFTA. The ministers reiterated Friday that Canada has taken steps and introduced safeguards to address concerns about diversion and dumping of products into the Canadian market.
