Bolton Pushes Breakneck Pace For North Korea Disarmament - Again

As US Secretary of State Mike Pompeo prepares to travel this week to North Korea, experts cautioned that the Trump administration's plan to dismantle the North's nuclear weapons and missiles in a year is both unrealistic and risky.

The State Department said Pompeo would leave North Korea on Saturday for Tokyo and hold talks with Japanese and South Korean officials.

Sung Kim is a former USA envoy for North Korea and led policy negotiations with Pyongyang in advance of the summit.

US officials say they are clear-eyed about the North's past behavior in negotiations.

The trip will the Secretary of State's third to North Korea this year, having previously visited the country in April and May.

After his June 12 summit with North Korean leader Kim Jong Un in Singapore, Trump tweeted that "there is no longer a nuclear threat from North Korea".

The visit represents the highest-level exchange between the two sides since Mr Trump and Kim met in Singapore and agreed to work toward "complete denuclearisation of the Korean Peninsula", without establishing a framework or guideposts for achieving that goal. "I will just say this: Not answering the specific reports we've seen over the weekend ... we are using the full range of our capabilities to understand what North Korea is doing".

China and the US both hope to see the Korean peninsula free of nuclear weapons.

Sanders endorsed comments made on Sunday by White House national security adviser John Bolton, who said he believed the bulk of North Korea's weapons programs could be dismantled within a year "if they have the strategic decision already made to do that".

Citing anonymous sources, Yomiuri Shimbun reported on July 1 that Kim had asked Chinese leader Xi Jinping for help to end sanctions because the summit with U.S. President Donald Trump had "successfully concluded". Evidence collected since the summit points to preparations to deceive the USA about the number of nuclear warheads in North Korea's arsenal as well as the existence of undisclosed facilities used to make fissile material for nuclear bombs, according to the report.

Sanders said the United States was "continuing to make progress" in talks with North Korea.

U.S. officials "met with North Korean counterparts in Panmunjom to discuss next steps on the implementation" of the declaration, a U.S. Embassy official said.

While Pyongyang has stopped missile and nuclear weapons tests, "there's no evidence that they are decreasing stockpiles or that they have stopped their production", an official told NBC News in the US. In return, Trump promised to give Kim security assurances and announced the suspension of military drills with South Korea, drawing criticism that he made too many concessions.

TRUST BUT VERIFY Siegfried Hecker, a nuclear scientist and Stanford University professor, has predicted it would take around 10 years to dismantle and clean up a substantial part of North Korea's Yongbyon nuclear site.

"It is perfectly rational for North Korea to shift the emphasis to developing solid fuel missiles now that it already has a suite of liquid fuel missiles to deter an attack", he said.

Still, there are gestures both sides could make to build trust along the lines of the United States president's unilateral decision to suspend joint military exercises with South Korea planned for August.

Trump could dangle a second meeting in NY as an incentive for North Korea to follow that timeline, officials told Axios.
