Former FBI Director James Comey deviated from the bureau's norms in a probe into former presidential candidate Hillary Clinton, but there is no evidence his actions before the 2016 election were motivated by political bias, a Justice Department watchdog report concludes, a source familiar with the report said on Thursday.

The records of the messages were published in a report from the Department of Justice's inspector general, which conducted an internal review of the FBI's handling of the inquiry into the Clinton email investigation.

"I just can't imagine the systematic disassembly of the progress we made over the last 8 years", the attorney, dubbed "FBI Attorney 2" in the report, later added.

President Trump is right: It looks awful that an FBI agent involved in both the Hillary Clinton email and Trump-Russia investigations privately texted this to someone: "We'll stop" [Trump from becoming president].

In interviews included in the report, both Strozk and Page acknowledged that some of their texts could be read as showing their bias against Trump, both during the early stages of the collusion investigation and after Trump assumed office in January 2017.

It also said, according to the new IG report, that Comey was deliberately drawing out the Clinton email investigation to help Republicans.

FBI Director Chris Wray told reporters the FBI accepted the report's findings and was making changes, including requiring further training for employees and reemphasizing the importance of objectivity. It also faulted him for alerting Congress days before the 2016 election that the investigation was being reopened because of newly discovered emails.

Those text exchanges caused the inspector general to evaluate whether any of Strzok's decisions were affected by political considerations, and raised concerns that there was a "willingness to take official action to impact the presidential candidate's electoral prospects". It represents the culmination of an 18-month review into one of the most consequential FBI investigations in recent history.

These and other missteps by Comey and other FBI and Justice Department officials damaged the FBI's credibility, Horowitz concluded in his 500-page review of the investigation, which took 18 months to complete.

It also accuses Comey of getting ahead of the DOJ on the final decision on whether to prosecute Clinton. Horowitz notified Special Counsel Robert Mueller about the texts because Strzok had become part of Mueller's team on the separate Russian Federation investigation.

Trump's claim came even as his former campaign chairman Paul Manafort, facing charges of money laundering and tax evasion, was jailed by a Virginia judge after Mueller's team showed the court evidence of witness tampering.

"The Inspector General report went a long way to show that and I think that the Mueller investigation has been totally discredited", Trump told journalists at the White House.

Trump focused on a three-word text message written in August 2016 by FBI agent Peter Strzok, who was overseeing the bureau's investigation into possible ties between the Trump campaign and Russian Federation.

The IG released his highly anticipated report on the Clinton email case on Thursday.
