Federal judge temporarily blocks Trump administration's plan to end DACA

The top Democrat in the House of Representatives, Minority Leader Nancy Pelosi, told reporters Monday, "I think we will" reach an agreement on the young immigrants, mainly because neither Democrats nor Republicans want a partial government shutdown at the end of next week.

Tuesday's decision is the latest in a monthslong battle surrounding DACA, one that has pitted Democrats in Congress against Republican lawmakers who say the program is an overreach of power.

Republican lawmakers previewed a bill to permanently establish the DACA program, fund a border wall, end chain migration and end the visa lottery program.

Democrats have balked at accepting major new border security provisions, saying the administration's call for $18 billion in funding for hundreds of miles of a border wall is costly and unnecessary at a time when illegal immigration levels have plummeted.

Reps. Will Hurd (R-Texas) and Peter Aguilar (D-Calif.) unveiled a bipartisan compromise on DACA, Trump's border wall and other laws around immigration ahead of the meeting. He added, however, that both parties should pass a "bill of love" to ensure Deferred Action for Childhood Arrivals (DACA) program recipients continue to be protected, while also ensuring national security. Appeals of decisions by that court are commonly handled by the 9 US Circuit Court of Appeals, which also reviews appeals of rulings by district courts in the US West, Hawaii and Guam.

Trump allowed cameras and media to watch the discussion for almost an hour.

For Dreamers, the bill would grant them a new legal status with three-year work permits and the right to travel outside the USA - a congressionally approved enhanced version of the current DACA program - but no special pathway to citizenship.

The Department of Homeland Security did not immediately respond to a request for comment Tuesday. That's an argument GOP lawmakers who want a deal are making to Trump to convince him he has maximum leverage now that will wane. The ruling, which is certain to be appealed, also said the government does not have to accept applications from those not now covered by DACA.

But he thrust that commitment into doubt briefly on Tuesday when he appeared to suggest - during an extraordinary public negotiation with members of Congress at he White House - that he would deal with the so-called DREAMers first and come back to the wall later.

The wall now represents a complicated political question for Republicans and Democrats.
