Electronic Voting Chief Murdered Days Before Kenya's Presidential Election

His body was found with evidence of torture, said IEBC Chairman Wafula Chebukati on Monday.

He was reportedly seen last on Friday last week. The bodies of the election official and an unidentified woman were found on the outskirts of the city on Saturday, according to The Star newspaper.

"Even as the investigation gets on its way, we remind the state of its duty to take whatever necessary measures it finds possible to secure the safety of IEBC commissioners and all its staff", Kegoro said. Though the 2013 election - also between Mr. Kenyatta and Mr. Odinga - was much more peaceful, many questioned the results, blaming Mr. Odinga's loss in part on a failure of the electronic voting system.

Chebukati said he was due to meet Inspector General of police Joseph Boinnet to discuss security enhancement, and that whoever killed Msando would not succeed in breaching the security of IEBC's electronic voting system.

Led by its flagbearer Raila Odinga, the Opposition had claimed that IEBC and al Ghurair were colluded to print extra ballot papers so as to tilt the election results in favour of the incumbent President Uhuru Kenyatta. More than 1,000 people died.

"Next week's vote will be extremely close and there is a very real danger that the situation will erupt if the authorities do not ensure that the Kenyan people are able to cast their votes free from intimidation, threats and violence", Halakhe said.

Kenyatta has repeatedly denied accusations leveled by the opposition that he wants to use force to rig the elections.

In a statement Monday, U.S. Ambassador to Kenya Robert Godec and his British counterpart Nic Hailey said their countries are "gravely concerned by the murder" and have offered to help with the investigation.

Rashid Abdi, regional analyst at International Crisis Group, said public confidence in the vote could be affected.
